About Sentinel

Sentinel Consulting, LLC, launched in 2005 by Seileen Mullen Murphy, is a government relations and business development firm based in Alexandria, Virginia.  Sentinel’s clients range from multi-billion dollar global technology firms to small businesses in specialized industries especially in healthcare and the military. Sentinel Consulting understands the nuances of business development in the federal government arena and specializes in opening new business opportunities for its client companies.  Sentinel Consulting helps clients meet the range of challenges including:

  • setting a strategy for market penetration
  • performing targeted market research and market intelligence
  • obtaining appropriations to pay for goods and services
  • setting a strategy for bidding on government procurements

Key Personnel
Seileen Mullen Murphy, Founder and CEO
Ms. Murphy, a veteran of more than twenty years of experience working in government relations and federal health care, knows the ins and outs of dealing with the federal government. She has worked in both the executive and legislative branches of government, including the Department of Defense (DOD), Congress and the White House.
Her broad expertise includes managing federal health care contracting activities, developing and implementing health care policy agendas and securing appropriations of funds from Congress. As a professional committee staff member, she devised and implemented strategies to obtain political support for bills, policy and funding.
In her capacity as a member of the Senior Executive Service (SES), Ms. Murphy served as the chief operating officer of the Department of Defense’s largest health care procurement agency, the Office of Acquisition Management and Support, TRICARE Management Activity.  She managed the contracting activities of the $18 billion health care program which provides benefits to 9.2 million military personnel and their families worldwide.  She initiated and developed an expedited contracting procurement and evaluation process in response to input from health care industry and policy experts.
As Director of Federal Government Relations for the Salt Lake Organizing Committee for the Olympics, Ms. Murphy was responsible for garnering federal government support for the Games: obtaining Department of Defense support for public safety and logistics; Department of Health and Human Services for public health; Department of State for US entry of international athletes; Department of Energy for environmental issues; Department of Veterans Affairs for medical support; the Federal Communications Commission for frequency coordination and enforcement; among others.  Ms. Murphy raised over $100 million in Fiscal Year 2000 Congressional appropriations to support the Games.

As Special Assistant and Chief of Staff to the Assistant Secretary of Defense for Health Affairs, Ms.Murphy provided advice and counsel on operational policy matters and critical issues including Persian Gulf Illness, Anthrax vaccinations, and DNA collection.  She represented Defense interests in health care reform at the White House.  Prior to her executive branch experience, Ms. Murphy worked for the U.S. Congress, including service on the professional staff of the House Armed Services Committee.

She earned a Bachelor of Arts degree in English and History at the University of Virginia and is a registered lobbyist. She is also a recipient of the Department of Defense Outstanding Public Service Award.

    Lisa Manners, Principal Consultant

Ms. Manners has provided information security management consulting advice for the last 12 years to over 70 clients in diverse industries including financial services, healthcare, insurance, government, consumer goods and high technology. Her background includes a Masters in Business Administration from Harvard University, which gives her perspective to address boardroom implications of security and privacy policy.

At Sentinel Consulting, Ms. Manners is applying her expertise to assist clients in understanding the implications of security and privacy issues, including the opportunity to gain a competitive advantage through risk-based security governance and compliance with international standards such as ISO 27001.

In her capacity as a security consultant, Ms. Manners has:

• Developed comprehensive tailored international standards-based security policies for a major financial services firm, a global outsourcing company, an international consumer products company, and a US division of an international pharmaceutical firm

• Designed and delivered a suite of consulting workshops to educate healthcare organizations in planning for compliance with security and privacy regulations under Health Insurance Portability and Accountability Act (HIPAA)

• Led an engagement to identify and complete a risk assessment for information assets covered by Gramm Leach Bliley (GLB) and HIPAA regulations for a major insurance company

• Led engagements to develop security architectures for a financial services firm, an international consumer products company, and a major Latin American bank

• Led numerous security assessments to assist clients in identifying major gaps in their information security management programs and to prioritize strategic and tactical plans to address them.

Ms. Manners worked for IBM for over 20 years, retiring as a Managing Consultant in the Security and Privacy practice. In addition, her management roles at IBM included technical marketing and global strategy and planning for a family of software products. Early in her career she was technical sales lead for IBM products and services on numerous successful federal government bids.

Ms. Manners has also experienced the entrepreneurial environment of a start-up company, serving two years as Director of Professional Services for Counterpane Internet Security, a leading network security monitoring company in San Jose, California.

She has a Bachelor of Arts degree from Brown University and an MBA from Harvard University. She is a Certified Information Systems Security Professional (CISSP.)
